Meet the APT Team

The cumulative experience of the APT team totals over 100 years, ensuring that we can provide sound advice and positive resolutions when dealing with site development challenges, municipal and regulatory agencies relations, and environmental issues. We are comfortable working directly with our clients and as a member of multi-disciplinary teams.

Robert Adair, P.E., President and co-Founder of All-Points Technology Corp., has provided specialty structural services to the wireless telecommunications industry for over 19 years. He is a licensed Professional Engineer in the States of New York, Connecticut, Massachusetts, Maine, New Hampshire, Vermont, Maryland, Virginia and West Virginia. His expertise includes structural analysis and reinforcement design of telecommunication structures, foundation and guy anchor design, geotechnical evaluations, and tower extension and site design. Mr. Adair has performed detailed climbing inspections and structural analyses of over 1500 telecommunications towers throughout New England, New York, Virginia, West Virginia and Maryland. He has also coordinated geotechnical investigations at over 75 telecommunication sites, utilizing his findings to design tower foundations, guy anchors and equipment shelter foundations. His clients have included Verizon Wireless, U.S. Cellular, Cingular Wireless, AT&T Mobility, T-Mobile USA, Sprint-Nextel, the New Hampshire Department of Safety, Vermont Electric Power Company, State of Maine, and the Connecticut Siting Council, among others. Complementing his substantial wireless telecommunications expertise, Mr. Adair’s knowledge base garnered from first-hand experience also includes commercial and residential construction projects, complex welding engineering tasks, and the manufacture of plate girders and other structural steel members.

Scott M. Chasse, P.E., Principal and co-Founder of All-Points Technology Corp., provides hands-on design, constructability assessments/design audits, permitting support, expert witness testimony, and construction inspection/administrative services to his clients throughout southern New England and New York. Recognized for his thoroughness, diverse cross-discipline knowledge base and dedicated commitment to client programs, Mr. Chasse has participated in the design and development of over 1200 infrastructure projects during his tenure at APT. In addition to his 16 years of professional experience designing and permitting rawland developments and building and utility improvement projects, Mr. Chasse has past experience in conducting environmental assessments, preparing remediation designs, performing health and safety monitoring and conducting in-field environmental inspections.He is a licensed PE in Connecticut and New York, and is a member of Chi-Eplison, NFPA, ASCE, and AISC.

Michael Libertine, L.E.P., our Director of Siting and Permitting, is a Licensed Environmental Professional in Connecticut with over 21 years of environmental consulting experience in southern New England and New York. Mike’s environmental regulatory permitting and compliance capabilities include completing environmental site assessments and field investigations for property transfers; developing and implementing remedial strategies; preparing environmental assessments, impact statements, and memorandums of agreements for NEPA compliance; conducting visual/aesthetic evaluations; and assisting clients in environmental due diligence and permitting efforts. His project experience includes working on commercial and industrial developments, telecommunication facilities, bulk power substations, wind and solar power facility installations, overhead transmission line routings, Brownfields redevelopment, and construction permit support. His knowledge of regulatory requirements and familiarity with multiple permitting disciplines provides clients with an informed and dedicated project team advocate to assist in successfully completing often complex and controversial developments. Mike has been involved in numerous projects requiring extensive consultation, coordination and negotiations with local, state and federal agencies. He has provided representation and testimony on behalf of his clients before numerous municipal and state boards, including in front of the Connecticut Siting Council on over 150 Dockets and Petitions.

Dean Gustafson, Professional Soil Scientist and Senior Wetland Scientist, has over 23 years of professional experience in the environmental consulting field. He is proficient in wetland identification, soil mapping, soil classification, vegetative and hydrologic surveys, wetland impact assessment, wetland mitigation design and monitoring, as well as local, state and federal permitting. Mr. Gustafson’s capabilities also include: vernal pool monitoring and assessment, including identification of native amphibians and reptiles that utilize these habitats; water-quality investigations; coastal-zone management studies; natural resource and ecological evaluations; and stream restoration. Mr. Gustafson consults on projects that involve soils-related issues such as erosion and sedimentation control planning, vegetative soil stabilization, and stormwater management BMPs evaluations and remedy selection. His water quality experience includes stormwater studies for compliance with the National Pollution Discharge Elimination System and Section 401 Water Quality Certification requirements, as well as the 2004 Connecticut DEEP Stormwater Quality Manual.

Matthew Gustafson, CPESC, is an Environmental Scientist and Forester whose skills include wetland investigation, vegetative habitat classification, evaluations of environmental resources and assessment of project-related impacts. Mr. Gustafson is experienced in GIS data creation and management, data analysis, mobile data collection applications, integration of GIS services and solutions, aerial photograph interpretation and ground-truthing, and site constraints mapping. He also has experience supporting wetland permitting efforts (local, state and federal) and performing environmental /construction monitoring, erosion control inspections, and wetland mitigation monitoring on a variety of projects involving transmission utility infrastructure, roadway improvements, wireless telecommunications facilities, and other development projects.

Support Staff: To meet the varied needs of its clients, APT is supported by technical professionals with expertise in the natural sciences, survey, design engineering, construction inspection/management services, and graphic arts. Incorporating sub-consultants into select assignments allows APT the opportunity to service our clients on small and large scale projects while maintaining quality and cost controls. Many of these individuals are local sole proprietors with whom we have maintained long-standing professional relationships. Our use of sub-consultants is dependent on work load, schedule or need for a unique skill.
