APT provided due diligence, entitlement and construction phase services on a 3.8 million square foot warehouse in Windsor, Connecticut, New England’s largest facility of its kind, which opened in early May 2023. APT secured approvals from various local, state and federal agencies that were instrumental in avoiding schedule delays for starting construction. APT performed rare plant and animal surveys in response to consultations with the CTDEEP Natural Diversity Data Base program and developed protective and conservation measures to avoid impacts to various State-listed species.
APT also designed a comprehensive wetland mitigation program to compensate for unavoidable wetland resource impacts, incorporating a former agricultural pond that was a critical factor in securing wetland authorizations from the Town of Windsor Inland Wetlands and Watercourses Commission, DEEP, and the U.S. Army Corps of Engineers New England Division. Another key component of the wetland mitigation program was the restoration of a watercourse system that reestablished the stream channel and enhanced vegetation along its banks to provide long-term stabilization of the riparian system and improve wildlife habitat function. APT also assisted in consultation with the State Historic Preservation Office to protect and mitigate impacts to historic and archeological resources present on the property to ensure compliance with the National Historic Preservation Act of 1966.
APT’s construction-phase services included contractor awareness training of the environmentally sensitive nature of the property along with monitoring of wetland, rare species habitats, and culturally important sites during facility construction to promote and document protection of these resources. Stream restoration work was also closely monitored and documented by APT to ensure success of this multi-tiered mitigation plan. APT is now responsible for long-term post- construction monitoring of the stream mitigation and rare species habitats to satisfy conditions of the local and state permit authorizations.
