TRANSMISSION LINE STRUCTURE REPLACEMENTS

This project involved the replacement of 248 structures within an approximate 46-mile transmission corridor and required significant access improvements, work pad repairs, demolition of existing transmission structures, upgrades of Optical Ground Wires, and post-construction restoration.

APT assisted its client in planning and permitting the project by performing Connecticut and Federal wetland delineations; preparing Army Corps of Engineers (ACE) data plots and wetland functions and values assessments; compiling an inventory of several State and Federal Threatened and Endangered species; and creating habitat/land use cover- type mapping. Using this information, APT prepared various permit applications including ACE Self-Verification Notification Forms, CTDEEP Natural Diversity Database Review Requests CTDEEP General Permit for the Discharge of Stormwater and Dewatering Wastewaters from Construction Activities, and Siting Council Petitions. All permits, determinations and approvals were secured on schedule.

APT had identified 67 wetland resource areas that would be either temporarily or permanently impacted by construction. As a result, timber matting was used extensively throughout the project corridor to mitigate potential impacts to sensitive areas. Throughout construction, APT inspected the installation of erosion and sedimentation control measures designed to secure work area perimeters and protect environmentally sensitive areas. In addition, APT completed weekly and monthly monitoring services to ensure proper control measures were maintained to promote compliance with provisions of approved permits, best management practices, and other project-specific environmental management requirements.

APT established a cooperative rapport with the client’s civil contractor and sub-contractors to proactively troubleshoot any potential problem locations in advance of construction activities to minimize the chances of failures or discharges.
