Scott oversees APT’s day-to-day operations for the civil, structural and telecommunication engineering practices. He provides support for business development, scoping, contract management, financial tracking/analyses, and quality assurance and control for project deliverables.
Scott has provided engineering design and permitting services to the telecommunication, utility, commercial and industrial markets throughout southern New England and New York since 1996. He has participated in the design and development of over 4,200 wireless communications facilities, improvements to buildings and utilities, and provided expert testimony and permitting support in various jurisdictions. He is recognized for his quality of work, thoroughness, diverse cross-discipline knowledge base, and dedication to the success of APT’s clients and their programs.
Scott is a licensed Professional Engineer in Connecticut and New York, and is a member of Chi-Epsilon, ASCE, NFPA and AISC.
Mike manages daily operations of APT’s environmental practice. His primary role is to ensure our clients are receiving quality services tailored to their project needs. He works with APT’s multi-discipline team members in developing appropriate planning and siting strategies and navigating challenging permitting requirements, as well as providing quality assurance and control for project deliverables.
Mike has been providing environmental consulting services to the utility, commercial and industrial markets throughout New England and New York since 1990. He has assisted clients with the siting and permitting of bulk power substations, overhead and underground transmission lines, telecommunication facilities, and renewable electric generating facilities. Mike has provided representation and testimony on behalf of clients before numerous municipal and state boards, including the Connecticut Siting Council (CSC) on over 150 Dockets and Petitions. His knowledge of regulatory requirements and familiarity with multiple permitting disciplines provides clients with an informed and dedicated project team advocate to assist in successfully completing complex and controversial projects.
Mike is a Licensed Environmental Professional in Connecticut.
Dean is a Professional Soil Scientist and biologist who manages APT’s natural resources and environmental permitting practice. Since 1988, he has provided clients with wetland impact evaluations, rare species assessments, and the creation, restoration and assessment of upland and wetland habitats. Dean collaborates with and assists engineers in development of stormwater treatment systems, sedimentation and erosion control plans, and planning and permitting of commercial, energy and telecommunication land use projects.
As an experienced wetland scientist and biologist consultant, he has a proven track record of evaluating complex projects and developing successful permit strategies. His ability to successfully navigate various local, state, and federal wetland and rare species permitting requirements plays a major role in helping clients achieve their project goals.
Since 1995, Dean has served as a member of the Inland Wetlands Commission in Lebanon, Connecticut.
Jason manages APT’s structural engineering practice. He is responsible for the management, coordination and quality control of structural engineering projects associated with the renewable energy, commercial, municipal, and utility communications sectors. He and his team provide structural analyses/peer reviews and site design for wireless communication facilities, photovoltaic array energy storage systems and fuel cells. These efforts often are in collaboration with internal and external engineering design consultants, and municipal and state agencies.
Tom manages APT’s Site/Civil Engineering practice, overseeing a range of utility, energy and telecommunication projects. His primary responsibilities include managing staff and outside resources and providing design services. Tom oversees civil engineering projects from inception through site design, preparing estimates and proposals, developing project concept plans, and designing site plans. He provides grading and drainage analysis, stormwater management analysis and design, and erosion and sedimentation control design plans/reports, as well as conducting progress inspections and providing state and local permitting support.
Tom’s experience spans the consulting, construction, municipal and utility sectors. He also serves as one of APT’s Engineers of Record and is a licensed Professional Engineer in Connecticut, Massachusetts, Rhode Island.
Bob leads APT’s Telecommunication Design Services program. He is responsible for managing site feasibility, layout, permitting, design, and construction oversight for raw land, rooftop, and co-location telecommunication facilities throughout New England and New York. Bob also provides engineering support for utility and renewable energy infrastructure projects, including designing construction access/work pads for transmission line upgrades, substation modifications, solar photovoltaic electric generating facilities and fuel cells. As Engineer of Record on many of these projects, Bob oversees required construction monitoring and inspections.
Bob’s experience includes a wide range of civil engineering and site development services, including highway/roadway design, sanitary sewer and septic system design, water mains, grading, drainage, site layout, and permitting for roadway improvement projects, corporate office parks, industrial complexes, and retail centers. Since 1986, he has supported numerous filings to state agencies and municipal commissions, and routinely appears as an expert witness before the Connecticut Siting Council (CSC). He is a Professional Engineer in Connecticut.
Brian serves as program manager for APT’s electrical utility practice in Connecticut. He provides clients with environmental due diligence and strategic siting, project planning, and permitting services. Brian has been providing project and program management services in both the private and public sectors since 2006 focusing on the needs of the electrical transmission industry.
Typical projects include permitting new and modified substations, overhead and underground transmission line routings and installations, and maintenance of existing electric facilities. His work requires close client relations, site evaluations, facility inspections, and consultations, coordination, and negotiations with local, state, and federal agencies.
Brian’s professional experience also includes the siting and permitting of telecommunication and solar voltaic generating facilities, training, marketing and sales.
Matt is a Registered Soil Scientist, Wetland and Forestry Biologist, and Certified Professional in Erosion and Sedimentation Controls. Since 2011, he has been immersed in all aspects of APT’s natural resources and environmental permitting services. His skills include Connecticut and federal wetland delineations, Army Corp of Engineers data plots, wetlands functions and values assessments, threatened and endangered species and critical habitats inventories, biological surveys, vegetative habitat classification and cover-type mapping, environmental and construction monitoring, erosion control inspections and wetland mitigation planning and monitoring.
Matt has extensive experienced in erosion and sediment control planning, vegetative soil stabilization and storm water management Best Management Practices evaluation and selection; as well as vernal pool assessment and monitoring, and identifying native amphibians and reptiles that utilize vernal pool habitats.
He is also well-versed in GIS data creation and management, data analysis, mobile data collection applications, integrating GIS services and solutions, and mapping.
